What is a Travel Document?

In case of emergency travel to the Philippines, a Filipino national may apply for a Travel Document (TD) at the Philippine Consulate General (PCG) to be used for one-way travel to the Philippines in lieu of a valid Philippine passport. Please note that the Travel Document is issued only for emergency or urgent travel to the Philippines and is issued to a Filipino citizen who has lost his/her Philippine passport; is a dual citizen (those who have reacquired their Philippine citizenship under RA 9225) who needs to travel to the Philippines; has an expired passport; cannot be issued a regular passport; or is being sent back to PH.

What are the requirements?

Following are the requirements:

  1. Duly-accomplished Application Form. Download form
  2. Copy of data page of Philippine passport, or parent’s copy of a Filipino child’s Report of Birth
  3. Copy of VALID immigration documents, e.g., PR card, work permit, Canadian visa; or Identification Certificate or Certificate of Retention/Re-acquisition of Philippine Citizenship (if applicant is a dual citizen)
  4. Three (3) passport-size (3.5cm x 4.5cm) colored photos taken within the last three months
  5. Tentative travel itinerary
  6. Proof of urgency of travel (ex., Death Certificate, Medical Certificate, etc. of relative in the Philippines)
  7. For applications that are mailed, payment of processing fee of CAD 43.50 through bank draft or money order payable to the PHILIPPINE CONSULATE GENERAL (Note: Please use these exact words and do not abbreviate. Otherwise the bank will not accept your bank draft. Personal cheques are not accepted.).

    If the application is made in person, payments can be made in Canadian Dollars either in cash, bank draft, postal money order, debit card, or credit card (with 2.4% convenience fee applied for credit card only). Personal cheques are NOT accepted.

  8. New / unused, self-addressed envelope, preferably with tracking features, to be used in mailing to you your Travel Document.

How long is the validity of a Travel Document?

The Travel Document is valid for only thirty (30) days from the date of issue. Thus, the date of travel to the Philippines must be within the 30-day validity of the TD. The TD is valid only for a one-way direct travel to the Philippines.

  • Processing of TD application may take three (3) business days upon receipt of the documents. Applicants are advised to take into consideration the postal delivery / mailing period, which is not within the control of the PCG. The PCG requests clients not to submit their applications hours before their flight or on the day of their flight to avoid travel delays.
  • Applicants are advised to inform the airline of their choice prior to booking that they are holding a Travel Document. The PCG received feedback that some airlines do not accept passengers holding a Travel Document.
  • Minor applicants who have not been issued a Philippine passport yet may enter the Philippines upon presentation of the parent’s copy of the child’s Report of Birth (ROB) and the Travel Document. The parents are advised to obtain for the child a Philippine passport for presentation to Philippine immigration authorities upon the child’s departure from the Philippines.
